President & CEO - Founding Principal
Sharon Christ is SBCC’s President and CEO. In these roles she leads the development of company goals, sets the foundation for company culture, and ensures that the company maintains a high social responsibility. Additionally, she monitors and maintains client relationships while at the same time assesses clientele or market risks.
Sharon holds a BS in Operations Research from the US Air Force Academy and MS in Industrial Management & Systems Engineering from the University of Nebraska, Lincoln.
She also acts as Contract Administrator reviewing all contract terms, implements all program and project requirements, assures compliance with contract terms, and manages all subcontract/teaming agreements. She brings more than 20 years of experience in managing programs and projects for federal and municipal agencies. For nearly a decade she was an active duty Air Force acquisition officer and later after her military service she was a project analyst for JT3.
Vice President & COO - Founding Principal
Brian is SBCC’s Vice President and COO. In these roles he leads the design and implementation of business operations. Brian establishes polices that promote the company culture and vision while working in concert with the CEO. He oversees all technical operations and the work of other senior leaders and project managers.
Brian has over two decades of professional engineering experience with a wide range of expertise focused in delivering civil and environmental engineering services. He specializes in environmental compliance and pipeline design for water and wastewater systems. Brian has designed more than 20 miles of pipeline infrastructure and over two dozen commercial and governmental facilities. He has served as Project Principal, Manager or Engineer on nearly a half million dollars in facilities and infrastructure engineering and construction.
Brian is licensed as a Nevada Environmental Engineer and Civil Engineer in California, Arizona and Colorado. He is a Nevada Certified Environmental Manager (CEM) and LEED Accredited Professional. He earned a BS from the US Air Force Academy and a MS from the University of Nebraska, Lincoln, both Environmental Engineering degrees.
Brian served in the US Air Force for more than 5 years as an active duty officer and 4 years in the reserves as a Bioenvironmental Engineer and Chief of Environmental Compliance. He continues to serve in the reserves as a Major in the civil engineering career field.
Las Vegas Division Manager
Dr. John Christ has more than 23 years of experience working on a diverse range of civil and environmental engineering projects. He holds a BS in Civil Engineering from the US Air Force Academy, an MS in Engineering and Environmental Management from the Air Force Institute of Technology, OH, and a PhD in Environmental Engineering from the University of Michigan, Ann Arbor. During his uniformed service John served in multiple roles ranging from environmental compliance, design engineer and construction management to project programming and leadership, advising the Air Force on strategic direction for facilities, infrastructure maintenance, and modernization. John has managed multi-million-dollar engineering and environmental projects and construction programs in 8 countries during three deployments and two short tours. While working as the Construction Management Officer for the AFFOR/A7, he managed a simultaneous project load of $400 million in Air Force and US Army Corp of Engineer projects. Since 2005 he taught engineering courses at the US Air Force Academy, ultimately serving as the Permanent Professor and Department Chair for Civil and Environmental Engineering.
While on faculty he also performed extensive research on environmental contaminant fate and transport, with a particular specialty in modeling the fate and transport of recalcitrant compounds (e.g., chlorinated solvents) in the subsurface. He is the author of over 30 peer-reviewed publications and over 60 conference proceedings and presentations. He has been a co-principal investigator on a variety of projects funded by the National Science Foundation and the Strategic Environmental Research and Development Program (SERDP), winning SERDP Restoration Research Project of the Year twice.
John retired from the Air Force in the summer of 2018 as a Colonel. He joined SBCC in late 2018 to serve as a Senior Project Manager and the Las Vegas Division Manager. Since joining the team John has led multiple challenging projects ranging from design-build projects for the USACE to environmental remediation designs for the US Navy. He has gained experience in the Las Vegas Valley working for both public agencies and commercial architect and engineering firms. John continues his research, now investigating PFAS fate and transport in the subsurface via a SERDP-funded research project in collaboration with Tufts U., Brown U. and Auburn U. He also continues to write and compile environmental and water resources questions for the NCEES Professional Engineer’s Civil Engineer Exam. In addition to being a PE in Colorado John is an Institute for Sustainable Infrastructure Envision Sustainability Professional (ENV SP).

Dr. Tony Rizk has nearly 30 years of experience in civil, electrical, and mechanical engineering design and construction; fossil and hydro-electric power generation; corrosion engineering; water resources, water treatment and water reclamation, environmental compliance and environmental restoration, and project management. His environmental, engineering, and construction experience spans the United States, Saudi Arabia, Lebanon, Egypt, Morocco, France, Venezuela, and Argentina.
Before joining SBCC, Tony served as senior project manager for a NASA-JPL design and construction project of a data center in support of NASA space flight operations.
Tony received his doctorate degree in Mechanical Engineering from North Carolina State University, Raleigh, NC. He is registered Professional Mechanical Engineer in California, Texas, Nevada, and Maryland. He is licensed engineering contractor and electrical contractor in California.
Business Development Director
Jeff is a marketing and business development professional that has served the Architecture, Engineering and Construction (AEC) Industry for nearly two decades. His experience includes supporting internal and external marketing activities for small to large multidisciplinary engineering consulting firms. Jeff’s expertise is diverse given the wide and varied range of market segments and client types he has encountered during his career.
While supporting individual opportunities with project values that range from hundreds of thousands to multi millions, Jeff has assisted in securing project values in total nearing a billion dollars. His work focuses on leading capture planning/positioning, managing value added proposal, qualifications or solicitation responses, preparing interview teams, developing databases/enterprise systems, and creating various other collateral materials.
Jeff holds a BS in Business Administration with a concentration in marketing from California State University, San Bernardino and a Certified Foundation level certification from the Association of Proposal Management Professional (CF APMP). He also served on the Society of Marketing Professional Services (SMPS), San Diego Chapter Board of Directors from 2008-2015; Chairing/Co-Chairing some of the most complex committees.
